Level A checks the relationship (contradictory, neutral, or reinforcing) between two goals, Say one on reducing NCDs and the other on economic wellbeing, when a sugar tax is used as a policy instrument for SDG 3.4-NCD target. At Level B, Relationships are considered “prerequisite” or “optional” if achieving the NCD target using the sugar tax is needed to fulfil the economic SDG, or not, respectively. Level C shows the level of confidence in the established relationships. For relationships categorized as “context dependent” the contradictions or reinforcing relationships are dependent on the socio, economic, and cultural context
